The Doha Round is on again.   The negotiations were started in 2001, were to be completed in three years, and were pronounced dead many times along the way.  

Like in 2007: 

If the terms of a Doha Round trade deal are not very quickly agreed between the two 800-pound gorillas of world trade, the United States and the European Union, then Doha is dead [by June 2007].

And in 2006:  "The Doha round is dead!"

And in 2005 (PDF file):  "Rescuing the Doha round."

Who really wants Doha anyway?  Besides NY Times contributor Tom Friedman.
