China's strategy is to attract companies from other countries.  Offshoring.  Good for them.  Bad for us.  This is free trade.

The McKinsey Quarterly has an article, "China's opportunity in offshore services", on how China could "Capture opportunities worth $56 billion a year in the global market for services offshoring and outsourcing...".
