US trade chief urges caution on China trade

WASHINGTON, Dec 5 (Reuters) - The U.S. Congress and Chinese
policymakers should think carefully before taking action that could
damage the U.S.-China trade relationship, U.S. Trade Representative
Susan Schwab said on Wednesday.
In a speech to a women's group, Schwab warned that legislation was a "crude tool" to address U.S. concerns about China trade and product safety.
But she also said there were worrisome signs that China was
"backsliding" on market-oriented reforms in favor of promoting
industrial "national champions."
Wasn't the Office of the U.S. Trade Representative created by legislation? Does that mean the USTR is a "crude tool?"
And U.S. food safety laws. Are they "crude tools?"
