Let's just assume for a moment that better labor and environmental protections in trade agreements are good enough.  If so, then the Peru agreement is not good enough.  Peru's workers say - "If our government promises better labor standards, don't believe them.  They will not carry through." 

Memo to Charlie Rangel:  You don't have enough cover here to push the deal through.
