The company halted the sale after one million bibs were found to have lead paint.  The Consumer Product Safety Commmission did not force it, saying the lead levels were not violative of their standars - "a little bit of lead ok" apparently.

“Quality control slipped at the point of manufacturing,” said Kathleen Waugh, a Toys “R” Us spokeswoman. “I certainly don’t know how. But it happened somewhere in the quality control process.”

The Chinese company manufacturing the bibs was Hamco.  Wal-Mart withdrew its own vinyl bibs, made by Hamco, in May.
