You can hire high end lobbyists with a $29 billion per month trade surplus.  China has retained public relations powerhouses Ogilvy and Edelman to convince the American public to ignore antifreeze in the toothpaste. 

Here is what Ogilvy's website says about its Beijing office:

Ogilvy PR/Beijing has over a decade of public affairs experiencing in China, including developing and executing government affairs campaigns, building relations with central and local government organizations and forming tactical partnerships throughout Asia. We have unique experience in issues management and government relations, with experts deeply rooted with the local culture.

One of the strategies is for China to say it is the victim of defective goods from the U.S.

A separate task is to shnooker the U.S. Congress, a task that has fallen to K Street lobby firm Patton Boggs, which the Chinese government has retained for at least $22,000 per month.
