Paulson was against oversight before he was for it.  I've never done it before, but I think I would be really irritated to have oversight when giving somebody else's money to all my buddies.  And I would nervously wave both arms in symmetric motions, to convey sincere urgency, like Paulson does.

 

Section 8. Review: Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency.
