Here’s the presentation I gave at the National Press Club on June 17, 2013.  The event was called “Smart Tax Reform and International Trade Competitiveness”.  Michael Graetz, tax law professor at Columbia University School of Law, discussed ways to implement a U.S. value added tax and decrease income taxes across the board.  The result is distributionally neutral and revenue neutral while broadening the tax base.

I discussed the trade impact of foreign VATs and ways to neutralize them.

We posted a blog piece on the trouble with VAT back in Mid-March raising many of these same issues and explaining the problems with VAT as a tax scheme with the rest of the world when the United States does not have a similar system. Its available here: http://www.stuysquare.com/2013/03/03/heads-we-win-tails-you-lose-how-value-added-taxes-make-foreign-goods-cheaper-over-hereus-goods-more-expensive-over-there-and-forces-us-companies-to-manufacture-overseas/
